EMERGENCY LEAVE

“Civil servants may avail of the special emergency leave,” said Civil Service Commission (CSC) Chairman Francisco T. Duque III in light of the recent typhoon Glenda which left seven provinces under state of calamity.
CSC Resolution No. 1200289 issued on February 8, 2012, grants a five-day special emergency leave to government workers directly affected by natural disasters, specifically to those who are stranded in affected areas, suffering from disease/illness caused by natural calamity/disaster, taking care of immediate family members affected by natural calamity/disaster, or in need of urgent repair and clean-up of damaged houses.

The special emergency leave can be applied for five straight working days or on    staggered basis and will not be deducted from the employee’s leave credits.

It may be availed of by the affected government employees within 30 days from the first day of calamity declaration by proper government authorities.

The CSC policy orders heads of offices to take full responsibility in granting special emergency leave and in verifying the employee’s eligibility to avail of such. In doing so, heads of offices may validate the place of residence of the affected employee based on   latest available records, or verify if the place of residence is covered in the declaration of calamity area, among others.

                       WEATHER REPORT "TYPHOON GLENDA"

Typhoon “Glenda” dealt the Philippines only a glancing blow of about three hours Wednesday, but it was enough to shut down the capital, leave the megacity a shambles and without power.

The number of fatalities in the first major typhoon of the Philippines’ brutal rainy season was hard to determine, as most parts of the stricken regions had no electricity and the main disaster agency groped in the dark for information.

The powerful winds of Glenda (international name: Rammasun, which in Thai means “God of Thunder”) brought down trees, electric posts and ripped off roofs across Trece Martires City, where government offices, schools and the stock market were shuttered for the day.

In Trece Martires City, our 3-day power black-out caused the distruption in the water supply from the TMC Water District. Normal operation for government and schools resumed on July 21, 2014.

According to the City Disaster Risk Reduction Management Office (CDRRMO) the status of Trece Martires City after the onslaught of Typhoon Glenda is as follows:

Affected Families - 2485
Totally Damaged Houses - 293
Partially Damaged House - 2192
Estimated Value of Damaged House - Php. 55,278.000.00
Estimated Value of Damage on Agriculture - Php 26,147.000.00
