NNC EVALUATION RESULTS
Ms. Beth Florendo of Regional Rural Improvement Club, Ms. Bezaleel Soltura of DILG IV-A, Ms. Jennifer Tanag of DOH-CHD IV-A; Ms. Carina Santiago and Ms. Jellie Anne Palencia of NNC IV-A were the distinguished evaluators of Trece Martires City for the year 2012 last January to March 2013.
Included in their report is the area for improvement and various recommendation for the nutrition program of the city. An area of improvement was the in the planning and programming where there was only 13 CNC members out of 17 that have activities reflected in the CNAP ( Health, Agriculture, Social Welfare, DILG, DepEd, CBO, CTO, SP, CPDO, ABC, QCPDC, CMO, CWL, RIC, City Fed. Of Homeowners, DAR, CTION and lastly the JCL-TMC Quintana).
The barangays with families that have underweight children that can be classified as nutritionally depressed are targeted by the 4 member offices which are Health, Social Welfare, Agriculture and City Mayor’s Officer.
For legislative program the following ordinances are required in the promotion of the nutrition program: a construction of farm-to-market roads in all thirteen barangays; ordinance “establishing a breastfeeding or lactation room in all public and private establishment’ and lastly an ordinance “creating a breastfeeding group that shall be support in all barangays”.
Another recommendation for Planning and Programming is to implement the program to ensure optimum infant and young child feeding to comply to RA10028. For the City Hall Building there is a need to establish a lactation room. Create an organization about breastfeeding support groups to monitor the changes in behavior and practices of parents trained on Pabasa sa Nutrisyon, parents effectiveness sessions, responsible parenthood and more. The Barangays are encouraged to initiate the resource generation through resolution, penalties and fund raising.
Another factor in the effective implementation of the nutrition program is annually increasing budget for nutrition. And while in the year 2012 the Nutrition Office has a budget of 1,174,000 there was a significant budget decrease from 1.5M in the year 2011 to 1.1M in the year of 2012.
The Service Delivery has to maintain the low overall prevalence of underweight preschoolers in the city. And they need to give focused effort on the 3 nutritionally depressed barangays which are Barangays Aguado, Inocencio and Lapidario.
Other recommendations to be implement in the city is the following:
· Plan a program for the underweight pregnant mother within the first 1,000 days
· Implement also the IYCF through the organization of “Breastfeeding Support Groups” and the “Peer Counselors”
· Establish BF room in the city hall by providing equipment such as table, chair, refrigerator, breast pump, etc.
· Advocate creation of BF rooms in all
establishments in the city
· Implement interventions to address emerging problem of overweight among children.
Recommendation for the Barangays:
1. The spot maps is updated but can be improved by adding the following items:
Þ pregnant and lactating mothers,
Þ Households (HH) with vegetable gardens
Þ HH with sanitary toilets
2. Documentation of the BNS and Barangays doesn`t have appropriate captions for the attached pictures.
3. Ensure that they interview mothers and observe the feeding of infants and inquire if the infants are bottle fed.
Consume milk, milk-products, and other calcium-rich foods, such as small fish and shellfish, everyday for healthy bones and teeth.
